seem to be rather hard upon shipowners – I think that in sale 2(a) the word "to the knowledge of the commanding officer, or Master" should have been inserted after "without lawful excuse" - otherwise a captain might incur a fine of $2000 unknowingly and the crew might have to suffer ...
